Comments Regarding Cooling-Off Rule Regulatory Review

These comments are submitted by the National Consumer Law Center, on behalf of its low-income clients, Consumers for Auto Reliability and Safety, Consumer Federation of America, and Consumers Union in response to the Federal Trade Commission's regulatory review of the Trade Regulation Rule Concerning Cooling-off Period For Sales Make at Homes or at Certain Other Locations, 16 C.F.R. 429 (hereinafter "Rule"). We support continuation of the Rule, as well as clarification and modification of certain provisions.
